Digital Output Toggling at 1Hz while in E-stop state

I’m trying to understand why our Controller, when in e-stop state, causes Digital output 3 to turn on and off at 1Hz.

We actually want this because we use it to flash a “Reset Needed” indicator, however I cannot find anywhere where this is configured. Note that our safety configuration is typical Estop signal from a safety controller, but I am unsure what logic is controlling Digital output 3 with this 1Hz, on/off behavior (NOTE: it’s not configurable safety output 3, it is the normal Digital output 3).

Do you have any URCAPs installed or is it hooked up to any external devices like a PLC?

OK - Yes, it is connected to a PLC. It turns out I was not looking hard enough for the associated tag. Lesson learned, and thank you @eric.feldmann !
