HookService to Monitoring Program State

Is there any hook service(something like webhook) to monitoring program state (start/stop/pause) ?

For example robot is connected to PC, then robot stopped (maybe because robot get protective stop), the robot can send stop state to PC automatically. The idea is to replace pooling system for check robot state using Dashboard Interface (port 29999)
