I would like to know if it is possible to create a program using a UR5 robot then convert it to a UR30 robot? Please advise if this is possible.
If you’re using an UR5e, then yes. There shouldn’t be any issues doing this. 
Be sure they’re on the same software version (= latest). You can just update the UR5e to 5.19 before withdrawing the program from it.
