[IMPLEMENTED] "English programming" checkbox

How can I find out if the “English programming” checkbox has been checked when the user sets the language? I would like to translate the commands but only if “English programming” has not been set. The checkbox doesn’t change the default locale.

Are there some examples or documentation for the translation of plugins? I couldn’t find any.

It is currently not possible to read out this setting.
However this is an interesting feature request.
