Steps to reproduce:

Removing a missing URCap from installation via install node corrupts the installation file

Expected Behavior:
Removing the missing URCap should maintain the integrity of the installation file

Actual Behavior:
Corrupts the installation file by not enclosing html tags properly

Affected Version(s):
5.17.3 and probably also 5.20, but not 100% certain
