Reduced Mode Not Engaging While Program is Running

Hello,
Hoping someone can assist my troubleshooting… I setup a UR10 with a very basic safety config; a Keyence safety scanner with a outer perimeter triggering reduced mode, followed by a total stop as the inner perimeter is violated. I had proof of concept accomplished with some simple movement programs last week and it was working exactly as intended. I made my an actual application program today and all i can get the safety scanner to to is engage safegaurd stop, it does not react to the “warning zone” to trigger reduced speed as it did before.

What i know for sure:
-when the UR10 is at idle (anytime it is not running a program), the status icon in the bottom left corner will (as expected) goes from ready, to reduced, to safeguard stop as i violate the zones of the safety scanner. But when a program is running, it does not acknowledge the warning zone, only the safeguard stop.
-This was working fine last week with a different program
-safety scanner interface and idle status of UR10 indicate the safety scanner is functioning correctly.
-I am able to configure reduced mode settings

What could have changed to make this happen?
