When I use port 29999,the unlock protective stop command fails if less than 5 seconds has passed since the protective stop occurred.
Is there any way to remotely and immediately lift the protective stop?
I’ve looked into that before, as well, and there isn’t a way around it, as far as I know. 
It’s meant to stop a PLC from clearing a protective stop immediately and resuming. Which could lead to dangerous situations.
